1. 中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標(biāo)人”）委托，就東方13-2項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: CuNi pipe material（1/2”~28”，20bar）3072 m, CuNi FLANGE（1”~28”, 20bar）673 sets, and a batch of CuNi fitting
交貨期Delivery Schedule:
境內(nèi)： 訂貨后60天內(nèi)貨到珠海場地
Cisborder: goods shall arrive Zhuhai site within 60 days after purchase order
境外：訂貨后90天內(nèi)到珠海
Overseas: goods shall arrive Zhuhai within 90 days after purchase order
交貨地點(diǎn)Destination of delivery：
境內(nèi)： 中海福陸重工有限公司（珠海）
Cisborder: COOEC-Fluor Heavy Industry Co., Ltd.（Zhuhai）
境外：CFR珠海港/CPT珠海機(jī)場（根據(jù)交貨期選擇運(yùn)輸方式，以滿足交貨期為準(zhǔn)）
Overseas: CFR Zhuhai Seaport/CPT Zhuhai Airport（According to the delivery date, selec the right mode of transportation to meet the delivery date）

A．制造商須提供銅鎳材料的型式認(rèn)證或工廠認(rèn)可證書。
The manufacturers shall provide Type approval certificate or manufacture approval certificate with related reports for all Cu/Ni goods.
B.制造商須提供GB/T19001,ISO 9001或API Q1認(rèn)證證書
The manufacturers shall provide the Certificate of GB/T19001,ISO 9001 or API Q1 Certification
C. 如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其在中國為本次投標(biāo)提供該貨物的合法正式授權(quán)書。不接受代理商代理中國國內(nèi)制造商投標(biāo)。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bidding project；Agent of China's domestic manufacturers is not accepted
D. 本次招標(biāo)不允許聯(lián)合體投標(biāo)。
Joint Venture is not accepted.
（2）資質(zhì)要求及證明文件Requirements of Certificate of Bidder
A．制造商須提供銅鎳材料的型式認(rèn)證或工廠認(rèn)可證書。
The manufacturersshall provide Type approval certificate or manufacture approval certificatewith related reportsfor all Cu/Ni goods.
B. 制造商須提供GB/T19001,ISO 9001或API Q1認(rèn)證證書

Requirement for Bidder's reference:
2012年1月1日至2017年1月1日應(yīng)用于海洋環(huán)境項(xiàng)目（海洋環(huán)境指海上平臺(tái)或者海船），且均滿足壁厚、尺寸和壓力等級技術(shù)要求的至少每年2個(gè)銅鎳貨物項(xiàng)目銷售業(yè)績。
Between 1st.Jan.2012 and 1st.Jan.2017, the Bidder shall have sales references of CuNi matierials at least two project contracts each year which have been used in offshore project(offshore project shall mean offshore platform or seacraft) which all meet the requirements of Wall thickness,Size and Rating.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱、供貨數(shù)量、使用環(huán)境、銅鎳材料的壁厚，尺寸和壓力等級技術(shù)要求。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證合同簽署時(shí)間、貨物名稱、供貨數(shù)量、使用環(huán)境、銅鎳材料的壁厚，尺寸和壓力等級技術(shù)要求，均視為無效業(yè)績。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of CuNi matierials wall thickness,size and rating.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of CuNi matierials wall thickness,size and rating ,the relevant reference will be deemed unvalid.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2017年10月17日開始至2017年10月24日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.16, 2017 to Oct..23, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2017年11月10日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nev.10., 2017. Any bid beyond the required time and date shall be subject for rejection.
