1. 中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標(biāo)人”）委托，就“海洋石油201”船能力提升項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of “HYSY 201”Vessel Ability Upgrade Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

技術(shù)要求Technical Requirements：
1 鋼絲繩技術(shù)要求Technical Requirements
1.1 鋼絲繩直徑：Φ92mm；
Steel wire rope diameter: 92mm
1.2 鋼絲繩結(jié)構(gòu) Rope Construction:
壓實股 35(W) x K19 Class
Multistrand compacted 35(W) x K19 Class
1.3 鋼絲繩最小破斷拉力：不得低于7355 kN (750 噸)；
Minimum breaking load of steel wire rope: ≥7355 kN(750 tonnes)
1.4 鋼絲繩表面鍍鋅(B)，鍍鋅后的鋼絲繩最小破斷拉力不允許損失；
Steel wire rope finishing (Galv. B): No reduction on MBL after galvanizing is allowed.
1.5 鋼絲繩應(yīng)為非旋轉(zhuǎn)形式，滿足A&R絞車使用要求。
Steel wire rope should be Non- rotation and meet requirements of A&R winch supply.
2 索節(jié)技術(shù)要求：Socket Technical Requirements
2.1 索節(jié)型號： 閉式鍍鋅索節(jié)
Socket Type： Closed spelter socket
2.2 最小破斷力： 不得低于7355 kN (750 噸)
Minimum breaking load： ≥7355 kN(750 tonnes)
2.3 安全系數(shù)： 2.5:1
Safety factor ： 2.5:1

2. 對投標(biāo)人的資格和業(yè)績要求：

投標(biāo)貨物制造商通過ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；
Bid goods manufacturer shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification of the manufacturer.

Requirements of Certificate of Bidder
鋼絲繩出廠前須按照標(biāo)準(zhǔn)規(guī)范要求進(jìn)行破壞性試驗，并取得ABS、DNV-GL、LR中任意一家船級社檢驗證書。
Destruction test is required on wire rope before dispatch and the test to meet CLASS requirements and supply class certificate one of ABS、 DNV-GL、LRcertificate.
?。?）業(yè)績要求：
Requirement for Bidder's reference:
1）投標(biāo)商須提供10年內(nèi)（2008年1月1日至2017年12月31日）的直徑92mm以上（包含）長度3000m以上（包含）的與本次投標(biāo)貨物相同品牌的鋼絲繩業(yè)績，不少于15根（包含）；
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：生效的有明確技術(shù)參數(shù)的合同或訂單，或者第三方船級社出具的有明確技術(shù)參數(shù)的船檢證書；投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱及品牌、供貨數(shù)量、直徑、長度。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證合同簽署時間、貨物名稱及品牌、供貨數(shù)量、直徑、長度，均視為無效業(yè)績。
2）投標(biāo)商提供的上述第1）款中的業(yè)績中至少1根應(yīng)為：直徑92mm以上（包含）長度3000m以上（包含）的用在A&R絞車（船舶鋪管收放絞車）上連續(xù)使用不少于5年（安裝調(diào)試完算起）的鋼絲繩使用業(yè)績，投標(biāo)人除需要提供上述第1）款中要求的業(yè)績證明文件外，還應(yīng)提供最終用戶出具的書面證明材料；最終用戶出具的書名證明材料須能證明使用時間。
1）Tenderer should providethe performance of no less than 15 steel wire ropes （The same brand as this bid）with the diameter no less than 92mm and the length no less than 3000m in recently 10 years ( January 1， 2008 to December 31, 2017)；
The bidder should submit the performance form in accordance with the prescribed format and submit the relevant performance supporting documents. performance supporting documents including：effective Contracts or order forms with definite technical parameters，or the inspection certificate with definite technical parameters issued by the third party classification society；The performance certificate submitted by the bidder must reflect the following contents：Contract signing time, goods name and brand, supply quantity, diameter, length. Failure to submit proof of performance, or the performance certificate provided, but cannot verify the contract signing time, goods name and the brand, supply quantity, diameter, length, will be regarded as invalid performance.
2）At least one steel wire rope provided by the tenderer in item 1）shall be：diameter of no less than 92mm, length of no less than 3000m，and was continuously used for not less than 5 years（calculating from installation and commission）on A&R winch（barge pipelaying abandon and recovery winch ）. In addition to the performance certificates required in item 1）provided by bidder， the bidder shall also provide the end-user's documentary evidence which shall specify the using time.

Joint Venture is not accepted.
3. 有意向的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2018年4月4日開始至2018年4月13日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Apr. 04, 2018 to Apr. 13, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時間和地點：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2018年4月26日上午10:00（北京時間）前遞交至天津市濱海新區(qū)天津港保稅區(qū)海濱十五路199號海工大廈3樓會議室。在此時間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3rd floor meeting room, COOEC Tower, No.199, Haibin 15th Road, Tianjin Port Free Trade Zone, 300461, P.R.C at or before10:00 am (Beijing Time) on Apr. 26, 2018. Any bid beyond the required time and date shall be subject for rejection.
