1. 中化建國際招標有限責(zé)任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陵水17-2氣田開發(fā)工程項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Requirements for Qulification of Bidder
A．投標人須為生產(chǎn)廠家，不接受代理商投標。
The bidder must be the manufacturer, don't accept the bid that is agent.
B. 買方不接受其品牌貼牌的產(chǎn)品。貼牌產(chǎn)品，指的是需要采購的產(chǎn)品并不是直接來自產(chǎn)品提供商的技術(shù)，而是由其他的制造商完成后貼上其產(chǎn)品提供商的商標。
The Purchaser does not accept OEM product. OEM means the product to be purchased are not directly from product supplier’s technology, but finished by others product maker except the logo of product belong to product supplier.
（2）業(yè)績要求：
Requirement for Bidder's reference:
投標人為陵水17-2半潛平臺提供的系泊錨機系統(tǒng)必須是制造商的成熟產(chǎn)品。近20年（至截標日），投標人擬提供產(chǎn)品在浮式油氣生產(chǎn)裝置上具有適用于錨鏈直徑不小于157mm的錨機系統(tǒng)的已完成調(diào)試的銷售業(yè)績。投標人須提交有效的業(yè)績表并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和用戶現(xiàn)場調(diào)試報告。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：現(xiàn)場調(diào)試報告的時間、貨物名稱、供貨數(shù)量、使用的錨鏈直徑，運行環(huán)境（是否為浮式油氣生產(chǎn)裝置）。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證：現(xiàn)場調(diào)試報告時間、貨物名稱、供貨數(shù)量、使用的錨鏈直徑，運行環(huán)境（是否為浮式油氣生產(chǎn)裝置）均視為無效業(yè)績。
The Mooring chain jack system Supplier seleced for the LS17-2 SEMI platform should be manufacturer proven products. In recent 20 years (till deadline of bids submission stipulated), the Bidder to provide the product have sale reference with a system that suitable 157mm or bigger diameter mooring chain to use in FPU after complete commissioning work. The Bidder shall submit valid track records and relevant documentary to prove, the documentary evidence include but not limited: relevant chapter’s copies of sale contract (including relevant technical attachment) and commissioning report on user site. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of site commissioning report, Name of Goods, Quantity, diameter of mooring chain to use, environment to use (is it FPU?). If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate signature time of site commissioning report, Name of Goods, Quantity, diameter of mooring chain to use, environment to use (is it FPU?). The relevant reference will be deemed invalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年8月10日開始至2018年8月17日止，請登錄中國海洋石油集團有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.10th, 2018 to Aug.17th 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金，并于2018年9月4日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓426會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Sept.4th,2018. Any bid beyond the required time and date shall be subject for rejection.
